This fantasy baseball league, managed through CBS Sportsline and Commissioner.com, will run the entire length of the MLB regular season. The format of the league will be customized head-to-head scoring (see below). The League consists of Four Divisions: the Pacific & Southern Divisions of the Coastal League (5 teams each), and the Central & Eastern Divisions of the Continental League (5 teams each). A maximum of 20 teams are available; all current owners have priority when determining whether or not to retain their team; therefore, a current owner must retire before a new owner can join the league. At the start of the official season (March 1st), each team will draft 10 players (these players are in addition to their Franchise Players, Rookies, and Minor Leaguers purchased during the Off-Season), with at least 1 player at each position, but not more than three (or 5 outfielders), as well as one Designated Hitter (DH may be of any position) and 1 MLB Pitching Staff (some teams will have 2, but each team must have 1 first). Maximum team rosters will be 18 players. After the draft, owners will be responsible for their own teams, which will be controlled entirely through the League's official website. All transactions, trades, free-agent signings, lineup settings, etc. are the responsibility of each individual owner, although all trades will be finalized by the commissioner. Lineups will be set weekly, the exact weekly deadline is 12:00 NOON (EST) on Mondays. Legal lineups will consist of 10 active players: A Pitching Staff, 3 OF's, 1B, 2B, 3B, SS, DH and Catcher. Players must be listed as eligible at the position they are activated to play (eligibility is determined by a player's primary position, as well as 10 games played at any other position this season or last). Illegal lineups will result in 4 loses and zero points accumulated for the week. If you have a problem setting your lineup or have an acceptable excuse for missing the deadline, contact the commissioner to have the problem corrected. Scoring is a customized head-to-head system, with weekly total scores resulting in wins and losses. Teams will match up weekly against four opponents. - RETAINING CURRENT ROSTER PLAYERS:
- Retaining players from your current roster will be the first step in an off-season filled with trading and spending possibilities (described below). Owners will begin by designating up to five regular MLB players as their "Franchise Players", two MLB players (with less than 100 points scored for the season) as "Rookies", and one player with no MLB experience as "Minor Leaguer". Second, owners will have to spend points in order to sign those players designated as "franchise players" (described below). Finally, owners will participate in a 10-round draft just prior to the season to round out their opening day rosters (draft order based on season ending power rankings). At any point during the season (or) off-season, owners will be able to make player(s)-for-player(s) trades, player(s)-for-points trades, player(s)-for-draft position trades, points-for-draft position trades, auction players, etc (all described below).

- According to your season-ending rosters, each owner can protect up to eight players on their roster, designating them as "franchise players", "Rookies", or "Minor Leaguers". Players selected for the above titles are considered untouchable, and cannot be taken from you unless traded for points, players, or draft position. Franchise players, Rookies and Minor Leaguers must be declared by each owner no later than September 30, otherwise all players on your current roster will become restricted free-agents. All players remaining on each roster (who are not designated as one of the categories above) will then become restricted free-agents.

- Restricted free-agents are still considered to be on your roster; however, they can be taken by other owners without your approval. Any owner may choose to take a restricted free-agent off another owner's roster, but only if the player taken is immediately purchased or auctioned. In order to do this, the owner must have an available designation of either franchise player, rookie or minor leaguer (which ever the player falls under) to sign the player under. If they don't have an opening for this player, they must first release one of their other designated players, making that player an unrestricted free-agent. Any player who is declared an unrestricted free-agent automatically re-enters the draft pool, and can be claimed by any owner with an open position to fill (and does not have to be immediately purchased or auctioned).

- Each owner has 2,000 points to spend on "purchasing" their franchise players, rookies and minor leaguers. The cost is according to each individual player's (or Pitching Staff's) season scoring total, through our league's regular season (all players have a minimum cost of 100 points - exceptions are players without any MLB experience, who cost nothing). Each owner may purchase a maximum of 5 regular players (includes 1 pitching staff, max), 2 rookies - (being any player with less than 100 points scored for the season), and 1 minor leaguer (no cost). With each player that is purchased, the designation they filled (franchise player, rookie, or minor leaguer) is lost. (Therefore, once you purchase 5 franchise players, you cannot designate any other player as a franchise player, since you've already used up all those designations)

- After purchasing the players they wish to keep for next season, an owner may have points remaining from their original 2,000. These points may be traded to other owners for players, draft position, etc. All points must be spent by February 20, 2002, at which point all non-purchased franchise players, restricted free-agents, and unrestricted free-agents are combined back into the draft pool. Left over points DO NOT carry over from season to season.

- PLAYER-FOR-PLAYER TRADES:
- Owners may offer player trades in a variety of ways. Players offered in these trades must be players from each owner's designated players (franchise player, rookie, or minor leaguer); restricted free-agents CANNOT be traded, since they are already available to other owners.

- Non-purchased Players traded in this fashion must be given a franchise player, rookie, or minor league designation, and CANNOT cause your number of any of these designations to exceed the previously listed maximums. Trading of purchased players do not count against your retricted roster designations (i.e. you may trade two - for - one purchased players, which will not count against your other roster limitations).

- NOTE: At least one player on each end of a trade must be of the same status, such as trading "purchased franchise players" for "purchased franchise players", or trading players designated as "Rookies" but not yet purchased. You can, however, add other players, points or draft position to any trade.

- PAYING POINTS TO AN OWNER FOR A FRANCHISE PLAYER:
- You may trade any amount of points to another owner for the "rights" to that player. (If the player has not already been purchased, you must still purchase that player after acquiring them. If a player was purchased by another owner, that player is considered purchased for your roster as well.)

- AUCTIONING A PLAYER TO THE HIGHEST BIDDING OWNER:
- You may put any of your franchise players up for auction. First, you must pay 75% of that players season point total with your points. At that time, you will set a minimum bid for the auctioned player (any amount greater than 75% but less than 100% of that player's total can be the minimum bid). That player is then up for auction for ten days (from time of listing); any owner can make a bid greater than or equal to the minimum for that player (all bidding will be blind, so nobody knows what the highest bid is until the auction ends). At the end of the auction, the highest bidder receives the player, with the number of points they bid for that player going to the auctioning owner. If no bids are received, that player is considered purchased for your roster. All auctions submitted are final and cannot be reversed. You may auction a maximum of two (2) players during the off-season.

- PLAYER/POINTS-FOR-DRAFT POSITION TRADES:
- Any owner may offer another owner player(s), points, or both for the right to trade positions in the free-agent draft in March. Draft position offers can also be included in player-for-player deals or auctioned to the highest bidder (starting bid must start at zero (0) for draft pick auctions). All the above rules for other types of trades still apply for any trade involving draft position.

- RETIRING FROM THE LEAGUE:
- If any current owner decides not to continue in the league, their franchise will be offered to a new owner. New owners may choose to take over the existing franchise, or they can release their entire roster and use four compensation picks to select their "franchise players", one compensation pick to select a "rookie", and one compensation pick to select a "minor leaguer". Any new owner who chooses the compensation picks will be limited to these new designation totals, will receive a total of 1,750 points to spend, and will automatically have the last pick in the free-agent draft. All other above rules and processes apply to new owners.
